Hawtio v3 release and Camel CLI

Hawtio is a classic tool for managing Java/JVM applications with a web UI. It has long been a core favourite among Java and Camel engineers as a web GUI management console for Java and Camel applications. However, it was based on stale JavaScript frameworks 1, which made further enhancements and maintenance difficult.
